UN: 'Nezamislive' patnje civila u kongoanskom gradu pod napadom pobunjenika

Visoka zvaničnica UN-a u gradu na istoku Konga, pod prijetnjom pobunjenika koje podržava Ruanda, rekla je da je stradanje civila tamo "zaista nezamislivo" i pozvala na "hitnu i koordiniranu" međunarodnu akciju kako bi se okončale borbe.

"Potrebna je hitna akcija kako bi se ublažile patnje civila i omogućilo da se nastave humanitarni napori za spašavanje života", rekla je Vivian van de Perre, zamjenica šefa mirovne misije UN-a u DRC-u, poznate kao MONUSCO.

Ona je izvijestila na drugom hitnom sastanku Vijeća sigurnosti UN-a u 72 sata, o situaciji u Gomi. Van de Perre se javila iz grada putem video poziva, noseći pancir i vojni šljem.

"Snabdijevanje električnom energijom i vodom i dalje je poremećeno u Gomi, a medicinske ustanove su potpuno preplavljene zbog intenziteta tekućih borbi i blizine linija fronta", rekla je ona. "Humanitarne operacije su obustavljene ili prilagođene."

Svjetski program za hranu saopštio je u utorak da privremeno pauzira svoje operacije u provinciji Sjeverni Kivu, čiji je glavni grad Goma. WFP je rekao da će to uticati na 800.000 ljudi koji zbog nesigurnosti neće dobiti pomoć u hrani. Agencija je upozorila da bi, ako se borbe povuku, to moglo dovesti do nestašice hrane i visokih cijena u gradu od 2 do 3 miliona stanovnika.

Nisu civili jedini kojima ponestaje zaliha.

"Mnogim trupama sada ponestaje kritične opreme, posebno vode, hrane, medicinskih zaliha i krvi", rekao je van de Perre. “U nekim kampovima, nestašica goriva je učinila generatore neispravnim, što je uticalo na komunikacijsku opremu.”

Početkom januara, pobunjenici M23 prekršili su sporazum o prekidu vatre, pokrenuvši ofanzivu velikih razmjera na istoku uz podršku ruandske vojske. UN su saopštile da su pobunjenici ostvarili značajne teritorijalne dobiti i da nastoje otvoriti novi front u susjednoj provinciji Južni Kivu.

Vijeće sigurnosti Ujedinjenih naroda i generalni sekretar Antonio Guterres pozvali su M23 da odmah prekine neprijateljstva i povuče se s okupiranih teritorija. Oni su pozvali na povlačenje ruandskih snaga i povratak na proces posredovanja u Luandi koji nadgleda predsjednik Angole Joao Lourenco.

Na sastanku Vijeća sigurnosti održanom u utorak, kongoanska ministrica vanjskih poslova Therese Kayikwamba Wagner izrazila je frustraciju svoje vlade zbog nedostatka snažnog međunarodnog odgovora.

“U protekla 72 sata vidjeli smo regionalnu tragediju koja je mogla biti spriječena da je Vijeće bilo u stanju da preduzme mjere”, rekla je članovima. Rekla je da je tražila akciju na prvom sastanku u nedjelju i pitala da li "ovo vijeće ne želi djelovati?"

Otprilike 2.574 kilometra dalje, u glavnom gradu Konga, Kinšasi, demonstranti su u utorak postali nasilni, napali, pljačkali i zapalili neke ambasade, uključujući one Francuske i Ruande. Američki State Department je na svom X računu saopćio da je njegova ambasada zatvorena do daljnjeg.

Ambasador Ruande u UN-u osudio je napad, rekavši da je "potpuno devastiran".

"Ruanda poziva DRC da ozbiljno shvati svoje diplomatske obaveze i da počinioce pozove na odgovornost", rekao je ambasador Ernest Rwamucyo članovima Vijeća.

Mirovna misija UN-a, poznata pod akronimom MONUSCO, također je ojačala svoje pozicije kako bi se suprotstavila napredovanju pobunjenika na Gomu, raspoređujući snage za brzo reagovanje, bataljon za brzo raspoređivanje, rezervni bataljon, vod specijalnih snaga i artiljerijsku bateriju.

U proteklih nekoliko dana u sukobu su ubijena tri mirovnjaka UN-a, a nekoliko ih je povrijeđeno.

Kenijski predsjednik William Ruto rekao je da planira u srijedu održati krizne razgovore s predsjednikom Konga Feliksom Tshisekedijem i predsjednikom Ruande Paulom Kagameom na hitnom sastanku Istočnoafričke zajednice.

Američki State Department je rekao da je državni sekretar Marco Rubio, u telefonskom razgovoru u ponedjeljak s Tshisekedijem, "osudio napad na Gomu od strane M23 koju podržava Ruanda i potvrdio poštovanje Sjedinjenih Država prema suverenitetu DRC-a".

Prije posljednje runde nasilja, istočni DRC već je bio zaglibljen u jednoj od najvećih i najdužih humanitarnih kriza na svijetu, sa skoro 6,5 miliona ljudi raseljeno zbog napora oružanih grupa da preuzmu kontrolu nad vrijednim nalazištima minerala u zemlji.
